any free hit awarded within 5m of the circle must be moved to the dotted line outside the circle which is 5m away. This free hit, and any other hit outside the circle, but still within the 22m line) must travel a total of at least 5m before it enter the circle (including long corners), thus minimising the number of free hits that are struck directly in to the 'D' from a statis free hit. Note that a self-pass can be used in any of these occasions as it can be anywhere on the pitch Hope this helps.

The key is the speed of self pass the attacking team must play on, and umpires must give shorties if defenders fail to fall back first before tackling especially in junior grades where new rule is not really in the attacking teams favour with a slower pace of game. Once defending team is scrambling to get back and concentrating on the running ball player then lateral pass is often on. If it all goes static the ball player I suggest either the ball goes backwards out the 22 (when can be hit) or must try and take a player on at top of D.
